PROBLEM TO BE SOLVED: To provide an organic EL panel capable of satisfying apparently conflicting requirements such as reduction of damages to a solid layer which is generated when manufacturing the organic EL panel, and enhancement of rectifying characteristics in a reverse bias direction. SOLUTION: This organic EL panel is formed by laminating a substrate, an anode, and the solid layer containing at least an organic luminescent layer, a cathode, and an upper layer in this order, and the cathode is formed so that the interface region between the cathode and its upper film is formed by magnesium contained alloy of which the atom ratio of magnesium is less than 50%, and a work function is reduced as it goes toward the interface region between the cathode and the upper film from the interface region between the cathode and the solid layer.
