PROBLEM TO BE SOLVED: To provide an electrifying roller which can obtain a uniform electrifying property over a long period of time while being a roller type with light-weight and flexible two-layered structure and by which white dots or black dots are not caused even when a half tone image is printed. SOLUTION: The electrifying roller 16 is provided with: a first conductive elastic layer 54 supported on a metal core 53 in a center; and a second conductive elastic layer 55 provided on the first conductive elastic layer 54. The first conductive elastic layer 54 is composed of a nitril-based foamed rubber and conductive carbon black. The second conductive elastic layer 55 is composed of epichlorohydrin-based rubber and the conductive carbon black and is provided with a surface treated layer subjected to surface treatment with a surface treatment liquid containing isocyanate on the surface. A relationship of "-0.30≤D2-D1≤-0.15" exists between an average outer diameter D1 (mm) of the first conductive elastic surface 54 and an average inner diameter D2 (mm) of the second conductive elastic layer 55.
