<P>PROBLEM TO BE SOLVED: To effectively prevent unauthorized action, when applying restrictions for entering and leaving of a gate using an IC card. <P>SOLUTION: When passage through an exit gate of facilities is made, a command for deleting an application prepared to pass the gate or permission data prepared to pass the gate is transmitted from a contactless type IC card writer to the IC card, or the application or permission data, which is mounted on the IC card and prepared to pass the gate is set to be automatically deleted by a timer setting.
