An industrial cleaner is provided to contain no volatile organic material, be harmless to people, and suppress firing and explosion. A method for preparing an industrial cleaner for removing and dissolving grease or oil stains includes the steps of: (i) mixing 40-95wt% of dichloropropane with 1-60wt% of dichlorofluoroethane, based on the total weight of the cleaner; (ii) adding 0.01-0.1wt% of an additive, 0.01-0.1wt% of an activator, and 0.01-1wt% of a chlorine scavenger to 1-10wt% of one stabilizer selected from the group comprising 2-methoxyethanol, 1,3-cyclohexadiene, 1,5-hexadiene, 1-chloropropane, and cyclohexene, or a mixture of two or more; and (iii) mixing the resultant solution obtained in the step (i) with the resultant solution obtained in the step (ii). |
