An apparatus and a method for generating a reference voltage in a data receiver of a semiconductor device are provided to increase data transmission speed of a singe type parallel data signal transmission system by tracking the variation of the reference voltage according to PVT(Process, Voltage, Temperature) variation and compensating for mismatch per pin. According to an apparatus for generating a reference voltage in a data receiver comparing the reference voltage with an inputted data signal in response to a clock signal, a voltage sampler(510) compares the inputted data signal with a first voltage in response to the clock signal and then outputs the comparison result. A first voltage control block controls the first voltage, on the basis of an output signal of the voltage sampler. A reference voltage control block(530) controls the reference voltage, on the controlled first voltage.
