A signal transceiving device for minimizing ICI(Inter Cell Interference) in a communication system and a method are provided to enable all base stations of the communication system to transmit common control information by using the same sub-carrier allocation pattern which is an M-PUSC method, thereby improving ICI elimination performance in accordance with repeated code MMSE(Minimum Mean Square Error) usage. When information to be transmitted is generated, a base station repeats the information as many as the preset number of times, and generates the information as repeated information. All base stations belonging to the communication system allocate sub carriers for transmitting the repeated information according to an equally used sub-carrier allocation scheme, respectively. The repeated information is transmitted by using the allocated sub carriers.
