A multi-layer light refraction-diffusion device and a backlight module using the same are provided to reduce a light diffusion path and to enhance surface brightness by improving an insufficient refractive index of an existing light diffusion plate. A multi-layer light refraction-diffusion device includes a substrate(31) and at least two diffusion layers(32,33). The substrate include a first surface and a second surface opposite to the first surface. One of the diffusion layers is positioned at the first surface. The other layer of the diffusion layers is positioned at the second surface. Each of the diffusion layers includes diffusion particles having at least two sizes and optical materials. The optical materials correspond to diffusion layers having different refractive indexes. An average diameter of the diffusion particles is 20 to 80 micrometers.
