A system and a method for managing information of an OTA(Over-The-Air)-based USIM(Universal Subscriber Identity Module) card remotely by using web or voice information are provided to reduce expense needed for managing a customer center, prevent information leakage in the customer center, and increase reliability regarding a service information change by enabling a user to change USIM information directly which is related to a desired service through voice information or a webpage. A voice exchange(20) provides a user with voice information related to USIM card information received from a voice information provider(20_1) by connecting to a WCDMA terminal(10) embedded with a USIM card through a WCDMA network. A control/menu management server(30) analyzes a management item selected through the voice exchange by the user, and transmits an information change request or an OTA transfer request for the selected management item. A USIM information management server(40) changes the USIM information of the selected item and transmits the information related to the OTA transfer request. An OTA server(50) forms a message for changing the USIM card information based on the information related to the OTA transfer request and transmits the message to the WCDMA terminal through an SMSC(Short Message Service Center)(60).
