A hair growing promoting laser device capable of irradiating laser beam to a scalp selectively according to the presence of hair is provided to do a hair growing treatment without giving any damage to hair. A hair growing promoting laser device capable of irradiating laser beam to a scalp selectively according to the presence of hair includes an imaging element(120), a laser irradiation area detector(130), a scanner control board(150), a laser oscillating portion(100), a laser scanner(160) and a touch screen(140). The imaging element converts the illumination light reflected from a scalp into an electrical signal and outputs the electrical signal. The laser irradiation area detector sets up coordinates to divide a scalp image into plural irradiation cells, divides them into an irradiation area and a non-irradiation area by extracting the coordinates location information and outputs a location information signal and a laser oscillation control signal.
