A manufacturing method for an inorganic EL(Electro Luminescence) sheet having plungers and a manufacturing method for an inorganic EL dome sheet using the same are provided to simplify a manufacturing process of an inorganic EL sheet by forming the plungers through an injection molding process. A manufacturing method for an inorganic EL sheet having plungers(30) includes the step of: forming the plungers by injecting liquid resin to a mold and directly injecting the liquid resin on a luminescent surface of the organic EL sheet, wherein one side of the organic EL sheet is the luminescent surface and the other side thereof is a non-luminescent surface. The liquid resin is liquid silicon, soluble rubber, or soluble resin. A diameter of the plunger is 1.5mm to 3mm and a height thereof is 0.1mm to 1mm.
