An apparatus for cooling a carbonated beverage, stored in a container, and dispensing a non-foamed carbonated beverage is disclosed. The apparatus comprises: (a) a housing defining a chamber having first and second openings; (b) a pressurizing means attached to the container for maintaining the beverage under pressure in the container; (c) a conduit located in the chamber, where the conduit communicates with the container through the first opening, and the conduit further communicates with the second opening for delivering the beverage from the chamber; (d) a perforated vessel mounted in the chamber, where the perforated vessel surrounds the conduit; (e) cooling fluid located in the chamber for cooling the conduit, where the cooling fluid includes solid fragments which are substantially larger than the perforations in the vessel; (f) an agitator for circulating the cooling fluid over the conduit; and (g) a pressure valve located between the conduit and the container for detecting a predetermined pressure rating in the container.
