The device has a rubberized element (4) made of neoprene and fixed on an internal surface of a vertical core of a metallic corner (1). A metallic plate (7) is placed between the element and a clamping nut of a screw to prevent premature division of the element provoked by pendular displacements of the device. The element is reinforced by interlaced fabric layers. A lath (5) is fixed on a lower part of the element and has a flat part perpendicular to road traffic, where the lath is made of massive melamine. A length of the lath is adapted to a height of clearance to be preserved.
