PROBLEM TO BE SOLVED: To provide a wireless communication apparatus, a communication method, and a program which manage QoS (quality of service) of a wireless communication data transmission rate for communication. SOLUTION: The wireless communication apparatus (12, 14) of the invention, is provided with a transmission unit 36 which sends transmission data to a wireless link; a receiving unit 32 which receives a communication result of the transmission data via the wireless link; and a transmission power control unit 38 which registers a transmission power level which gives a data communication rate in a wireless environment, in which the wireless communication units (12, 14) are installed, selects a transmission power level so as to give a specified data transmission rate, and controls the transmission power of the transmission unit 36. The transmission unit selects the transmission power so as to give the specified data transmission rate, according to the measurement of an effective throughput for transmission. In the present invention, the transmission power control unit 38 also controls transmission power so as to keep the data transmission rate in a setting range, and assures QoS in the wireless communication.
