PROBLEM TO BE SOLVED: To provide a constitution capable of detecting prizing act, and capable of detecting abnormal operation of a crime preventive device, by arranging the crime preventive device for detecting the wrench-opening in a manual shutter device. SOLUTION: This manual construction shutter device is provided with the crime preventive deice 5 having a detecting sensor 12 outputting a full closure detecting signal by detecting a full closure state of a shutter curtain 1, a buzzer device 13 and a light emitting diode 18 notifying an opening-closing state of the shutter curtain 1, a notification regulating switch 19 outputting a notification regulating signal for regulating notifying operation of the buzzer device 13 and the light emitting diode 18, and a crime prevention control part 15 outputting a prizing act detecting signal to a notifying means by detection of running-out of input of the full closure detecting signal in an input nonexistence state of the notification regulating signal by switching to a crime prevention control state by input of the full closure detecting signal; and is constituted by arranging an abnormality detecting means 15b in the crime prevention control part 15 for outputting an abnormality detecting signal by detecting abnormality of the crime preventive deice 5.
