PROBLEM TO BE SOLVED: To provide a telephone call controller for a portable telephone that allows a user to make a telephone call even without uttering a sound. SOLUTION: The telephone call controller includes a hands-free telephone call means, which has a received-voice path 25 and a transmitted-voice path 27 and is connected with an earphone mike connector 5 of a portable telephone, a response switch 17 operated by the user, a voice response means 29 for making a voice response by utilizing the transmitted-voice path 27 while synthesizing voice by an operation of the response switch, and a response mode switching means 31 that switches between a user utterance response and a voice synthesis response by the operation of the response switch.
