PROBLEM TO BE SOLVED: To provide an organic EL device using a phosphorescence material in which occurrence of dark spots or the like can be prevented and a high luminance and a long life can be realized. SOLUTION: The manufacturing device of the organic EL device is provided with a liquid treatment unit 4 which removes an oxygen and water content contained in functional liquid containing a phosphorescence material and reduces concentration of water and oxygen contained in the functional liquid to 10 ppm or less and a droplet pouring unit 2 which coats the functional liquid supplied from the liquid treatment unit 4 on a base body 100 in an atmosphere where a water content and oxygen concentration is controlled under 10 ppm and forms a functional layer containing the phosphorescence material on the base body 100.
