PROBLEM TO BE SOLVED: To provide an organic EL element panel having no air bubbles in an intermediate layer, that is to say, excelling in optical sharpness as an organic EL element panel, and significantly excelling in productivity and yield. SOLUTION: A layered product is removed from a large-area layered product where a first intermediate layer having an elastic modulus below 1.0 Mpa is formed on a parent material, a second intermediate layer having a coefficient of elasticity above 10 Mpa is formed on the first intermediate layer, and a third intermediate layer having adhesion force to a protective layer above 0.1 Mpa is formed on the second intermediate layer to leave a plurality of small-area layered products. The small-area layered products are laminated to the protective layer. The protective layer having the small-area layered products is laminated to a base material having an organic EL element.
