PROBLEM TO BE SOLVED: To provide a light deflecting device which is manufactured by continuously performing the film deposition process of a transparent conductive film and a resistive film and finally performing etching work to form a line shape so that the electric contact of a group of linear electrodes with the resistive film is improved by the continuous film deposition, and a uniform electric field is stably generated. SOLUTION: The light deflecting element 1 includes: a plurality of transparent line electrodes 5 arranged in substantially parallel in an area including optical path of a pair of transparent substrates 2, 3; the resistive film 9 to be electrically connected in series to group 5a of the transparent line electrodes at the end of each of the transparent line electrodes 5; and a liquid crystal layer 8 arranged in the space between the transparent substrates 2, 3. A part of the resistive film 9 is layered on a part of the linear electrode 5 so that the shape of the resistive film 9 is made substantially equal to that of the line electrode 5 in the layered part, the electric contact of the group 5a of the transparent line electrodes with the resistive film 9 is made better, thereby preventing an unnecessary voltage drop due to the contact resistance of the group 5a of the transparent line electrodes with the resistive film 9.
