A relay transmission device can suppress congestion generated in an ad hoc network and realize a high-quality transmission even if the network environment is changed or the performance of a relay device as a communication partner is changed. The relay transmission device includes an optimization coefficient storage unit (1608) and a balance adjusting unit (1605). The optimization coefficient storage unit (1608) stores a local optimization coefficient for weighting a data amount decided by a local optimization flow rate control unit (1603) and an entire optimization coefficient for weighting a data amount decided by an entire optimization flow rate control unit (1604) for each of the cooperating relay devices. The balance adjusting unit (1605) compares the degree of the affect of conflict of transmission band allocation to the relay transmission device to the congestion and the degree of the affect of conflict of transmission band allocation to the cooperating relay device to the congestion and adjusts the value of the local optimization coefficient and the value of the entire optimization coefficient according to the comparison result.
