PROBLEM TO BE SOLVED: To control an illuminating axis of a headlight by quickly estimating a pitch angle of a vehicle without providing a dedicated sensor. SOLUTION: An engine torque estimating portion 30 estimates an engine torque based on an intake-air amount, an engine speed, and an ignition timing of the engine. A driving force estimating portion 32 estimates a driving force T based on the estimated engine torque, the total gear ratio of the vehicle, and a travel resistance R. A vehicle pitch angle change estimating portion 34 estimates a change in a vehicle pitch angle based on a vehicle model related to the vehicle pitch about a rotational axis in the vehicle width direction through the vehicle center of gravity. Furthermore, an illuminating axis control gain determining portion 38 determines an illuminating axis control gain for changing the illuminating axis of the headlight based on the change in the estimated vehicle pitch angle, an illuminating axis control angle determining portion 42 determines a control angle of the illuminating axis corresponding to the determined illuminating axis control gain, and an illuminating axis controlling portion 44 changes the illuminating axis of the headlight to be the determined control angle.
