PROBLEM TO BE SOLVED: To provide a rotating heating element capable of preventing various kinds of paper having different paper size from being wrinkled while suppressing the difference of the outside diameters of the rotating heating element to the minimum even when using various kinds of paper having different paper size, and shortening its rising time by thinning a rubber layer constituting the rotating heating element in thickness. SOLUTION: In the rotating heating element 2 which is excited by an excitation means 3 so as to generate an eddy current and generates heat, (a) the size of the outside diameter of the rotating heating element 2 is set to be gradually enlarged to both ends from a central part in the rotating shaft direction of the rotating heating element 2, and (b) the variation of the outside diameter of the rotating heating element 2 is set to the variation of the outer diameter by a number agreeing with the number of paper sizes to both ends from the central part in the rotating shaft direction of the rotating heating element 2 so that it can be the variation of the outside diameter of the rotating heating element suitable for every paper size.
