PROBLEM TO BE SOLVED: To solve the problem of being unable to find a measure easy in construction and sure in the effect, though requiring the measure for preventing this hindrance, since this phenomenon becomes breaking of a lifeline and a hindrance to the passing of a rescue vehicle, though the phenomenon of floating an underground buried structure such as a manhole is conventionally frequently caused by an earthquake. SOLUTION: This underground buried structure flotation restraining device is composed of an anchor 1 with a blade having an upper part blocked up in a cylindrical shape by a cover plate, fixing a boring advancing excavation blade 11 to the lower end, and fixing a spiral blade 6 to the outer periphery, respectively and anchored in the depth of sufficient ground strength by rotary jacking, and a structure fixing shaft 15 having the lower end fixed to an upper part of the anchor with a blade and having an upper part connected to the underground buried structure 10 being a fixing object.
