PROBLEM TO BE SOLVED: To provide a multi-phase polymerization process for producing a water-insoluble polymer. SOLUTION: The multi-phase polymerization process comprises a step (1) for preparing a mixture comprising of carbon dioxide and an aqueous phase and containing a monomer and a polymerization initiator, and a step (2) for polymerizing the monomer in the reaction mixture, wherein, the monomer is a hydrocarbon monomer or a fluorinated monomer, and the polymerization initiator can be soluble in the aqueous phase and in carbon dioxide, or insoluble in both the aqueous phase and carbon dioxide, and forms a separate phase.
