PROBLEM TO BE SOLVED: To provide a small-sized production apparatus of polymer resin particles making retention time and temperature distribution of a reaction product uniform and obtaining resin particles in which molecular weight distribution and particle diameter distribution are sharpened and a method for producing dispersion of polymer resin particles by using the apparatus and a method for producing a toner in which the dispersion is aggregated. SOLUTION: A plurality of rotor blades are attached to a driving shaft concentrically installed in a cylindrical housing, and the cylindrical housing is passed through by the driving shaft and the cylindrical housing is divided by a plurality of partition walls to form each partition chamber for storing each rotor blade, and communication ports for making spaces between adjacent partition chambers communicate are installed in the partition walls and a raw material feed port, a raw material auxiliary feed port and a product discharge port are installed in the interior of the cylindrical housing and a heat transfer means for heating and cooling the cylindrical housing is installed in the outer peripheral part of the cylindrical housing, and a plurality of raw materials are continuously subjected to polymerization reaction to produce latex of polymer resin particles, which is further subjected to association reaction to enable production of the toner of the polymer resin particles.
