<P>PROBLEM TO BE SOLVED: To enable a user to achieve a telephone call with a desired opposite party without having to perform a retransmission operation even when the user can not be connected to the opposite party because of congestion, an exchange failure, or the like. <P>SOLUTION: A short message processor 4 transmits to a transmitting side terminal 1 a control message for retransmitting via another communication network when the transmitting side terminal 1 can not be connected to a receiving side terminal 2 by a sound network.
