PROBLEM TO BE SOLVED: To properly feed air at such time as starting an internal combustion engine. SOLUTION: The control device of an internal combustion engine comprises an air intake system (17, etc.) for sucking the air to a combustion chamber of the internal combustion engine, a flow rate change valve (16) for changing the flow rate of the air, and a control means (6) for controlling the flow rate change valve so as to bring the opening of the flow rate change valve close to a predetermined opening wherein the negative pressure condition in the air intake system can be eliminated.
