PROBLEM TO BE SOLVED: To inexpensively provide a counterweight filling structure, reducing volume. SOLUTION: In this counterweight filling structure, in order to prevent landslide of an inclined face 3 of a mountain 2 or the like, a banking part 6 of a predetermined thickness is formed at the terminal end 5 of a landslide clod 4. In the structure, a cement-base banking part 7 formed by stacking cement-base material composed of soil generated in a site of construction, which can be picked out, water and cement are mixed in a site of construction or in its vicinity, is formed at least a part of the banking part 6, and the cement-base banking part comes into contact with at least a flat part 9 connected to the lower part of the inclined face 3.
