<P>PROBLEM TO BE SOLVED: To provide a communication control device capable of preventing free access to a camera connected to a network to enable protection for privacy, and avoiding an explicit input of information on apparatus control from a user to attain improvement in convenience. <P>SOLUTION: The device comprises a means for accommodating a person sensor, a means for accommodating a camera, a means for managing a camera address, a means for carrying out call connection processing, a means for processing video image forwarding, a means for registering a person and device information, and a means for linking a person and device relationship. The device is characterized in that it manages a relationship between a person who is photographed and a person who looks at it, converts it into a relationship between the camera and a user terminal, and informs the access information of the camera only to an applicable user machine.
