PROBLEM TO BE SOLVED: To provide a highly safe authentication device and authentication system with excellent user operability. SOLUTION: A terminal device 7 accesses "URL-A" to request log-in. When authentication of first authentication information (user ID and PIN) by a first authentication part 19 is successful, a random number formation part 20 calculates information for a matrix position of a random number table 5 and presents it to the terminal device 7. The terminal device 7 accesses "URL-B". In a second access processing part 25, when authentication of inputted second authentication information (user ID and random number) by a second authentication part 27 is successful, an OPT formation part 29 forms and presents an one-time password to the terminal device 7. When the one-time password is inputted from the "URL-A", a final authentication part 22 collates it with the value of an one-time password formed by an OTP formation part 21.
