PROBLEM TO BE SOLVED: To enable a user to access a required content more easily while motivating the user to add information to the content on the Web by manual work. SOLUTION: A character string is input in retrieval (step 2). A display part displays a Web page list corresponding to the input words (a list presented based on similarity between registered users and a list automatically searched from a page group to which the user added tag information in the past). The user browses the displayed page list (step 4) and searches a Web page of target information. When a page which attracts the user's interest exists (step 5), the user inputs a keyword (a tag) related to the page (step 6) and presents the added tag information to service (step 7).
