PROBLEM TO BE SOLVED: To provide a high-performance electrophotographic photoreceptor which improves image deletion while sufficiently ensuring mechanical strength and electrical stability, a process cartridge and an electrophotographic apparatus. SOLUTION: An outermost surface layer of the electrophotographic photoreceptor is a layer formed by curing a mixture including at least a hole transporting compound having a chain polymerizable functional group and a silicone having structural units represented by formula (1) and formula (2) in an average structural unit (1) to (2) ratio (1)/(2) of 1/3 or more.
