PROBLEM TO BE SOLVED: To provide a drilling system and a drilling method, which enable a hole to be drilled in the ground without the outflow of artesian ground water in the ground. SOLUTION: This drilling system 1 for the ground comprises: an excavating means 2 for excavating the hole in the ground; a water supply means 3 for supplying excavation water into the excavating means 2; a drainage means 4 for discharging slurry discharged from the excavating means 2 and containing sediment produced by drilling the hole; and a control means 5 for controlling the flow rate of the excavation water supplied by the water supply means, and that of the slurry discharged by the drainage means 4.
