PROBLEM TO BE SOLVED: To provide a cosmetic powder-filled tray for filling a cosmetic powder such as foundation or face powder with no large crack or flaking. SOLUTION: The inside of the cosmetic powder-filled tray has a rough surface to increase coupling force between the inside of the cosmetic powder-filled tray and the powder cosmetic. The bottom surface of the cosmetic powder-filled tray is provided with a plurality of ventilation holes to increase the coupling force between the bottom surface of the cosmetic powder-filled tray and the cosmetic powder and to evaporate a volatilization component from the bottom surface when filled with a cosmetic, so that uneven drying is eliminated. The bottom surface of the cosmetic powder-filled tray is formed with a binder layer for sticking the inside surface of the cosmetic powder-filled tray and the cosmetic powder to increase adhesion and the coupling force between the inside of the cosmetic powder-filled tray and the cosmetic powder and to evaporate the volatilization component from the bottom surface when filled with the cosmetic, so that uneven drying is eliminated.
