PROBLEM TO BE SOLVED: To provide an electrooptical element and a scanning type optical device which can obtain a large angle of deviation and, at the same time, can materialize power-saving. SOLUTION: The electrooptical element is provided with: an optical element 13 which scans a laser beam made incident by changing a refractive index distribution in accordance with the extent of an electric field generated therein; and a first electrode 11 and a second electrode 12 respectively disposed on two surfaces opposite to each other of the optical element 13, wherein at least one side electrode of the first electrode 11 and the second electrode 12 is a transparent electrode.
