<P>PROBLEM TO BE SOLVED: To provide a catalyst structure for a fuel cell advantageous for further improving power generation output; to provide a membrane-electrode assembly; and to provide a fuel cell. <P>SOLUTION: This catalyst structure for a fuel cell is provided with an agglomerate structure where agglomerates each formed by flocculating catalyst-supporting carbon particles with a catalyst supported to each surface of the carbon particles gather together, and a polymer having proton conductivity to coexist.
