<P>PROBLEM TO BE SOLVED: To optimize effect of interpersonal action using activity log. <P>SOLUTION: An activity history collection unit 10 collects activity logs such as person location information, e-mail, and file access, and holds them in an activity history holding unit 11. An activity tendency extraction unit 12 extracts time change of activity history of a group as probability change pattern. A policy effect prediction unit 13 performs effect prediction by a policy to the group that becomes an object based on the probability change pattern. An output unit 14 notifies result of performed policy prediction by indication and e-mails etc., or records the result.
