PROBLEM TO BE SOLVED: To provide a band winding apparatus which enables a winding work to be performed while making a space for stretching a band as small as possible, and in addition, maintaining the tension of the band regardless of a packing style such as a random stacking. SOLUTION: At the time of the initial development, the band is unwound and developed by a specified amount while applying a back tension, and at the time of the cargo advancing, the band is unwound while receiving the back tension. The unwound band is developed from the front section to the side section of a cargo. At the time of the total unwinding, a tension member is engaged with an intermediate section of the band, and is moved in the stretching direction, and thus, the band is totally unwound by pulling up the band until the end section of a winding core side of the band is exposed by further rotating a first chuck while applying the back tension, and the back tension is released.
