PROBLEM TO BE SOLVED: To provide a panel for information display in which a display medium hardly remains between a partition top part and a substrate, and which therefore can provide satisfactory panel performance, does not need much manufacturing man-hour and enables the cost thereof to be reduced and to provide a manufacturing method therefor. SOLUTION: A conductive member 6 is formed on the substrate 1 and partitions 4 each having an upper part of a conductive layer part 4-1 and a bottom part of an insulating layer part 4-2 on the substrate 1 side are formed on the conductive member 6. The surface of the substrate 1 is irradiated with charged particles from a charged particle irradiation device 11, the inside of a cell-corresponding part 12 is selectively negatively charged and a positively charged display medium 3-1 is dropped on the surface of the substrate from a display medium spray device 13. The positively charged display medium 3-1 is attracted to the cell-corresponding part 12 where negative charges are disposed and selectively disposed inside the cell-corresponding part 12.
