PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppress excessive charging of toner in a cleaning device and the occurrence of an air gap even when a coefficient of dynamic friction on a latent image carrier is a predetermined value or more, and that can effectively suppress the occurrence of black spots or the like caused by a leak current from the cleaning device, and to provide a method of forming an image using the apparatus. SOLUTION: The image forming apparatus has a cleaning device equipped with a rotating member for cleaning the surface of a latent image carrier with titanium oxide included in toner, and the method for forming an image is carried out using the apparatus. The coefficient of dynamic friction on the latent image carrier is controlled to a range of 0.3 to 0.7, and the specific resistance of titanium oxide is controlled to a range of 1×100to 1×102Ωcm.
