PROBLEM TO BE SOLVED: To provide a light deflector in which a mounting reference surface is arranged on a metal-based printed board and the shaft collapse of which is made small by lessening the inclination of a bearing-fixed part due to a warp of a base stock of the printed board or the residual deformation of the printed board after punched; and to provide a high-precision optical scanning device and an image forming apparatus. SOLUTION: The light deflector is configured such that: a polygon mirror-fixed rotating body is supported by a bearing; the bearing is fixed to the metal-based printed board 112; and the mounting reference surface 116a to a box unit is provided, wherein a part or the whole of the mounting reference surface 116a is formed from a resin member 116 added to the printed board 112.
