PROBLEM TO BE SOLVED: To provide a torque presumption and control device which precisely presumes a transmission torque of starting clutch over full available region, and follows a target value of the transmission torque dispensing with additional hardware. SOLUTION: The device provides a model 100j which describes a motion of drive train from an engine (internal combustion engine) to drive wheels, and outputs a rotational frequency NE of the engine and driven pulley rotational frequency NDN of CVT when an output torque TE of the engine and transmission torque Tc of the starting clutch are input, and a presuming device 100k which inputs engine rotational frequency NE output from the model, driven pulley rotational frequency NDN, and the output torque TE of the engine, and calculates a presumption value Tc hat of the transmission torque transmitted by the starting clutch from the model.
