PROBLEM TO BE SOLVED: To provide an image processing system which can create a high quality video signal by performing gradation processing while suppressing increase in noise. SOLUTION: The image processing system comprises a section 109 for decomposing a video signal into a high frequency component and a low frequency component, a section 112 for dividing the high frequency component into a reactive component resulting from noise and other effective components, a section 111 for calculating transformation characteristics based on the low frequency component, a section 113 applying gradation conversion to the low frequency component and the effective components by the conversion characteristics thus calculated, and a section 115 for creating a video signal subjected to gradation conversion by synthesizing the low frequency component subjected to gradation conversion, and the effective component and reactive component subjected to gradation conversion.
