PROBLEM TO BE SOLVED: To provide an image reading apparatus capable of coping with apparatus systems of different quantities of required light even when the same lamp is used, and capable of efficiently and stably adjusting a quantity of light when the quantity of light changes due to the temperature characteristic of the lamp, and to provide an image forming apparatus. SOLUTION: A control circuit for controlling the turning on of the lamp includes: a light source (lamp) 201; an inverter circuit 202 for turning on the light source 201; a current detecting section 203 for detecting an input current; an A/D section 204 for analog/digital converting an output from the current detecting section: a current data comparison section 205 for comparing input current data with target current data; and an inactive period switching section 206 for switching an inactive period during one line. The control circuit exerts control such that when a target value and the current data are equal as a result of the comparison by the current data comparison section 205, the inactive period input in the inverter circuit 202 is switched by the inactive period switching section 206, and thereby the inactive period for the lamp is altered.
