Disclosed is a catalyst for burning a carbon-containing substance, which can be produced by conducting a mixing step, a drying step and a firing step. In the mixing step, a zeolite other than sodalite is mixed with a source of an alkali metal element and/or a source of an alkali earth metal element at a specified ratio in water. In the drying step, a mixed solution prepared in the mixing step is heated to evaporate moisture, thereby producing a solid material. In the firing step, the solid material is fired at 600°C or higher. The catalyst produced in this manner enables to burn and remove a carbon-containing substance at a lower temperature and steadily for a long period.
