<P>PROBLEM TO BE SOLVED: To provide an onboard fog decision unit securing accuracy in fog decision even when a distant road area is dark. <P>SOLUTION: When the distant road area is dark, fog is decided using luminance of the sky for comparing luminance of the distant road area.
