A system for high-speed contactless payment is provided to promptly process a contactless payment procedure corresponding to an EMV(Europay Master Visa) standard by automatically performing a part of the contactless payment procedure through an OBU(On Board Unit) mounted on a vehicle. A system for high-speed contactless payment includes an IC card operation device and a traffic payment processing device. The IC card operation device includes, mounts, or detaches and attaches an IC card with a payment device corresponding to any one of an EMV card processing payment under an EMV standard or a non-EMV card processing payment not conforming with the EMV standard and stores in a memory by previously reading EMV based card information from the IC card before performing the payment for processing the payment under the EMV standard during the driving of a vehicle. The traffic payment processing device is installed on a tollgate on a road and performs an EMV based payment process according to the card information previously read from the IC card and stored in the memory by wireless communication with the IC card operation device.
