PROBLEM TO BE SOLVED: To provide a micro-reactor low in pressure loss when a reactant-containing fluid is circulated and further high in catalytic activity, and to provide its manufacturing method. SOLUTION: The micro-reactor comprises a hydrophilic capillary 1 having an inner diameter of 10-1,000μm and provided with a catalyst layer 3 with a thickness of 0.5-10μm made of alumina containing a catalyst metal, and is manufactured by forming an oxide layer made of composite oxide of aluminum and the catalyst metal on the inner wall of the hydrophilic capillary and then reducing at least part of the oxide of the catalyst metal to metalize.
