The binder has attachments (12) designed for insertion through holes of a stack of paper and for connecting a base clip (4) with a cover clip (1). A back section (9) of the binder covers the clips in a completely adjusted condition. The back section is integrally connected with the base clip. The attachments are punched in the base clip. Filing clips (18) are arranged on the cover clips and projected by punching of the back section of the binder. The cover clip is separated by a blank, where the blank is made of metal, paper and plastic.
