A developing device and an image forming apparatus using the same are provided to hold a minute space, into which toner is flowed, between a developing roller and a layer restriction charging member uniformly, thereby stabilizing the inflow amount of the toner. A developer is attached to the outer circumference of a developing roller(142) and is transferred. A layer restriction charging member(143) has a film member(144) with pliability, which restricts the layer of the developer attached to the developing roller and charges the developer, and a support member(145) which supports the film member so as for at least a part of the film member to be in contact with the outer circumference of the developing roller. A collection member is in contact with the outer circumference of the developing roller to collect toner remaining on the developing roller, and the film member is comprised of a fixed terminal(144a) and a free terminal(144b). The fixed terminal is formed between the developing roller and the film member to hold a minute space(143a), the induction opening of the developer uniformly.
