<P>PROBLEM TO BE SOLVED: To provide a rotation base material into which an imparted inclined groove is machined for avoiding individual rotation of separate members arranged on the outer peripheral face of a bearing outer ring or on the outer peripheral face of a ring capsuling internally a bearing. <P>SOLUTION: A ring-shaped outer ring 2 is externally fitted to an outer peripheral face 103 of the bearing 1, and a resin or powder molded member 3 is externally fitted to an outer peripheral face 201 of the outer ring 2. The groove 202 is formed in the outer peripheral face 201 of the outer ring 2.
